How do I go about filing a civil law suit (possibly class action) against a County and Sheriff's office in IL? - dupage sheriffs inmate search

DuPage Co. Jail in Wheaton, IL custody inmates suicidal thinking or have experienced mental health problems (bi-polar, etc.) in isolation for several days or weeks - or even naked. They also deny access to medicines prescribed procedures. The RX at the time of delivery to the pharmacy bottles with a letter from a physician that the attacks could occur without any medication marked available.
The prisoners were attacked, the urinating in the loss of control of bodily functions (/ defecate on themselves) and the action taken by the guards was arrested in the placement of the shower and then again in isolation.
The Assistant Supervisor of the Office of the Public Defender's I suggested contact with a lawyer experienced in civil matters specifically against governments and offices of county sheriff. The non Bar Association in Kane Co. IL enumerate all of these requirements.
I think the treatment of these prisoners is inhumane and barbaric.

I contacted the Illinois chapter of the ACLU, that their concerns are so serious.

Research in various areas of the state. In California, if you are a lawyer willing to seriously consider a complaint against the government must we see in Sacramento. Note that approximately 6 hours from the small town where I live, along with many large cities.

Only in the county because it does not mean you have to find a lawyer. The case will probably be much higher court, however, is still in charge.

It might take a victim to initiate a class action.
